Enforcing standards

We hear a lot about Standards and tend to congratulate ourselves on how good they are in the UK.  Whilst our Standards are high, there is a serious question mark over how much of the sanitaryware sold in the UK actually meets these laid down Standards.

Compulsory installation inspection and testing is only applicable on new build - there are no regulations for refurbishment for very many product types - and even then great doubt must be cast on Building Control Officers' ability to carry out the testing in practice.  How can they confirm on-site that a WC delivers the necessary trailing water to clear soil to the drains?  They can't check if vitreous China meets the 0.5% regulatory water absorption limit necessary to prevent glaze crazing and potential health risks.  Are water fittings made from suitable materials and do they have an air break to avoid back siphonage as required by the Water Supply Regulations?  WC flush performance is required to meet British standards to ensure thorough bowl rinsing and waste disposal yet in reality, once a test product has been approved, the manufacturer controls if the WC continues to meet this standard or not.

We believe there should be a true international standard which can be enforced to ensure that bathroom products available in the UK do actually conform to the standards. In this way we can ensure that those products which do not cannot find their way into our homes and commercial washrooms where these issues can lead to large scale problems.
